Cisco Spak board 55 calling capability

Hi,

My question may appear simple and stupid for you 

Can the Cisco Spark board call a public codec such as polycom just by using it's public IP address (polycom side) ? or it should be registered in a SIP domain to make it possible ?

I tried to call the public IP addresse of a polycom codec in our remote location , doesn't work,but with the cloud it works well

please share if there is any direct link or documentation explaining this, i've read the calling capabilities documentation but there's nothing related to this
