What version TMS?
Is this a new install or are you upgrading TMS and TMSPE?
This error is typically seen with TMS upgrades/migrations when the database on the SQL is running a previous version.
To fix, uninstall TMS and then re-install it.
During the re-install you will receive a prompt to upgrade the database. This should correct the issue.
