It may well work fine, but as only versions of Windows Server up to 2016 are discussed as compatible in the Installation and Upgrade Guide, you may find that it will not be supported by TAC if you have an issue when running on a later version. For a fully supportable version of TMS15.9, you will need to be on 2012 or 2016, with 2016 being the recommended version for new installations.
