It is unclear what you are asking, but let me take a stab.
The 2600 can do voice and VoIP, yes. You would want to run the most recent code you can for the memory/flash that you have. The 2600 will run up to 12.4(15)T15. You may need DSPs if you want to have an POTS interface on the device.
If you have the memory to run something higher, I wouldn't run 12.1(5)YH4. That's a very old (10+ years?) BU special.
You can't run the VG200 code directly on the 2600.
