Hello,
Can a 3rd party HDMI cable be used from the camera to the console box with this system and what's the maximum HDMI cable length can be used without any issues?

Yes you can. I've used 3rd party HDMI. I've also used HDbT transmitters and receivers for longer distance solutions. Distance you can go is dependent on the cable/solution you are using and is not limited by the codec.

Yes, 3rd party cables can be used - however your results may vary depending on many factors including the cable's HDMI specification, construction, etc. There are many options for extending HDMI over other means with various extenders, or cables with amplification built in, but please note some of cables are also directional so may not work in some instances where bi-directional communication is needed.
With all of the above, the "max length" isn't something that can be easily quantified, but as a general rule, if you stay under 5 metres with a HDMI2.0 or higher rated cable, you should be fine without needing anything special.
Keep in mind as well that any 3rd party components are not supported by Cisco if you have issues - so you may have to eliminate these from your paths for any in-depth troubleshooting with TAC if required.
