When there are connection issues the bridge appears to be instructed to contact the endpoints back a certain number of times at a set interval. 

Is there a way that I can manipulate that setting?

This type of feature is something that TMS does, within TMS check under Admin Tools > Configuration > Conference Settings > Conference Connection.  Your TMS might be setup to reconnect if a call fails x number of times.
