Dont Allow Cisco IP Phones to Move.

I am trying to figure out a way to insure that users can not move there phones without involving IT.  Any ideas on how this could be done?  We are considering dong static MAC secuirty on voice ports and using a VACL to block Cisco phones on the Data vlan. 

That seems way to complicated, any better ways of doing this?

Kingsington locks?

There is no software feature within the phone or CUCM that allows you to restrict the switch port it is attached to. Sticky/static port security is likely your best non-physical option.
