Expressway - C & E Replacement (new order) of LIC-EXP-RMS= with Expressway FLEX subscription licenses

Dear Community,

Considering that Cisco Announced EoS/EoL for Perpetual Licensing for Expressways ( End-of-Sale and End-of-Life Announcement for Perpetual Licensing for Cisco Expressway Series - Cisco)  and running already in version 12.6.2, I am trying to figure out:

1)  Do you have to subscribe to a Flex Plan 3.0 to purchase the RMS (Smart) License , especially if the costumer owns already A-FLEX Collaboration Flex Plan? 

2)  In Traditional Licenses the RMS licenses were installed on both -C and -E, based on the number of concurrent Rich Media  Session the Expressways had to serve. Does the same scenario apply when on Smart Licensing and (possibly) using the "A-FLEX-EPXWY-RMS-S license? 
3) In addition to the above, considering that both servers would be under Smart License, how the new Smart RMS would be calculated/distributed between -C/E?
