I had a client that had a hung FXO port (connected to a paging system). The port was at a "S_OPEN_PEND" status when you viewed it 'show voice call summary'
Shutting/No Shutting the Voice-Port did not make a difference, as well as reseating the cable. The ultimate fix was rebooting the VGW. Has anybody seen this and know how to reset the port (ie: clear...) without rebooting?

Have you performed a bug scrub? Sounds like it maybe code related being such a new version of code...
