Well, inbound dial-per is quiet important, it has to be configured to avoid using dial-peer 0, that contains default configuration.
Dial-peers are the key configuration for call routing on GW. Let's say that you have a h323 GW to a CUCM, if call manager sends call to GW and it doesn't know how to route the call, it's going to be dropped. Dial-peers contains parameters to properly match the media capabilities between GW and CUCM.
