Hi,
I tried to deplu CUCM>VCS>VCS Express. but both incoming and outgoing calls are not working.
the following is search history for two calls one came from external endpoint to 1800@External_Domain.com (Error: Resource unavailable - No route for bandwidth calculation)
and another one from Cisco IP phone 1800@External_Domain.com (Error: Temporarily Not Available)

It looks like the neighbor zones to CUCM doesnt exist. Have you followed the guide: http://www.cisco.com/c/dam/en/us/td/docs/telepresence/infrastructure/vcs/config_guide/Cisco_VCS_Cisco_Unified_Communications_Manager_Deployment_Guide_CUCM_8_9_and_X7-2.pdf?

because I am making calls from CUCM to VCS and calls reach to VCS express. I have used the guide.

Could you share a screenshot from the search rules page? If you are using transforms for manipulating called number, please provide that as well.

I do not have access right now, but I can tell you the configuration
For calls coming from outside to CUCM. I am dialing like this:
1800@Real IP address
when I checked the incoming calls I found the address only 1800, so I created a transform to to transfer from 18(..) to 18\1@domain.com
then a search rule .*@domain.com to (traversal zone > VCS Control) the same search rule it is created in VCS control > neighbor zone (CUCM)

What version of UCM are you using? Have you set the Clusterwide FQDN to the domain that you specify in VCS? If not the calls wont work.
Also, i dont think the call is hitting a CUCM neighbor zone from the debug you posted initially.
Its going to VCS Express after it matches the last rule which I think in your case is to route to VCS Expressway.

I have CUCM 10
FQDN is configured in CUCM.
The first debug is related to call coming from outside to CUCM, I take the output from VCS-Express. It is showing that call is forwarded to VCS Control

I meant to add a little more to the post. What would be needed is to see all the search rules their order/priority, transforms, pipes/links and zones in order to determine where the issue is. Maybe even the dial plan also. If all that is correct then we'll look at the CUCM, but it doesnt look like the call is making it that far along.

The previous IP Address (gatekeeper) is my VCS-C but the phones are registered to CUCM and no phones are registered on VCS-C

What format are you dialing from VCS to reach CUCM? The call flow should be VCS <>CUCM. Calls will only traverse through VCS Express when it needs to go out of your organization. So for a call coming in from the internet, the call flow will be VCS Express <> VCS <> CUCM.
What exactly are you dialing to get to CUCM? Are you dialing extn@CUCMDomain or extn@CUCMIP? I would focus on getting calling between VCS and CUCM working before throwing VCS Express into the mix.

Do you have any endpoint registered on VCS that you could test with? If you have a video endpoint, i would temporarily move it to the VCS for testing calling between VCS <>CUCM.
