Wondering if Cisco has developed a client for IP/TV for Ipaq's or if there is any software out there available for Videoconferencing either just to schedule via MCU interface or using 3rd party schedulers.

As far as I know, Cisco does not have VC clients for Ipaq. You can check this 3rd party solution for the VC solution on iPAQ though.
