Multiple expressways in a single domain?

For the customer's enviroment, they have 3 CUCM and IM&P clusters located in the same domain. And they want to deploy the jabber edge.

For example:

Site A: cucm-a.test.local cuimp-a.test.local

Site B: cucm-b.test.local cuimp-b.test.local

Site C: cucm-c.test.local cuimp-c.test.local

Besides, they all have a same external domain test.com

So anyone can help me desigh it?
