I am trying to run Attendant-Console over the WAN to an Administration Building, but the Call-Control will not come up. I have ample bandwidth between the sites so that is not an issue.
Does anyone have any idea how to best troubleshoot this issue or the best practices for this type of deployment?

Make sure the device you want to control is associated with the ac user.

Which version of CCM?
Things that have helped me resolve this kind of issue in the past:
Register the AC phone to another Callmanager in the cluster.
Restart Cisco Telephony Call Dispatcher.
Disable windows firewall on AC PC.
Reset Windows file permissions on the entire Program Files\Cisco directory on the PC allowing full control for everyone.
