Under TMS Administrators page, can we disable "Send Account info" feature or button, while the root directory was selected, so information will not pass to all user unintentionally ?

That's not an option either, as long as the user that is logged into TMS has permissions to access Systems > Provisioning > Users, they have access to this feature. You could use a dummy email for your user accounts, this way if someone does send an email, it won't send to the user.

As Patrick mentioned the only way to minimise probability of accidentaly sending account information is to use dummy e-mail id in Provisioning setting.
