Touch 10 Layout Selection Button Missing

I have multiple cloud-registered Webex Codec Pros with a Touch 10s. In 2 of my rooms, the layout icon that is normally in the top right of the Touch 10 screen next to my camera position icon (circled in attached photo) doesn't show up when I'm presenting in a call but it shows up in other rooms. Is there a setting that enables or disables this?

Still an issue in 2023.

Curiously if we log in to the Codec web admin interface and change the Layout for the active call there, the Layout then does appear on the touch panel.  The end-user can then change the layout ONCE, after which it disappears again.
