Hi VJ,
First, make sure that the user account you're using is a member of the "Site Administrator" group so you don't go removing your own access.
Assign all your users to a group (by default, they're members of the "users" group - so you can just use that). Make sure under the Default Groups menu option that they're not members of other groups by default - this setting only affects new users, not existing ones. If more than one box has been selected, you may need to audit all your existing users to make sure they're only members of the groups you require.
Go to Admin Tools, User Admin, Groups - click on the down arrow next to the group name and click "Set Permissions".
Remove any permissions you don't want that group to have. (ie, for my default "users" group, I've removed everything except the "sitemap".
