VCS connect to TMSPE failure

VCS controll version is 8.9.2 , TMS version is 15.4.

I use postman to get information from TMSPE, it is ok, but VCS can not get information from TMSPE.  reason is : www-authenticate code 400.  

VCS do not into username and password in Get request,  and TMSPE return with 401 error.

Did you configure your VCS under the Provisioning tab to use an account that is a member of the Site Administrators group in TMS?

Can VCS communicate with TMS?

Can you verify that you've configured everything per the TMSPE with VCS Deployment Guide?

  I have resolved this problem.  I got information from the following Link:

 Basic authentication is only be used in Windows server 2012, I delete all other authentication methods.

   I think VCS has a bug in authentication with TMS.
