I am running VCS 8.8.2 Control and Expressway.
Been working find. 99 percent of calls are H.323 calling via IP , and Alias.
Sometimes the DNS works I.e XXXX@cisco.com or XXX@tryacano.com etc.
Problem now is I only have a few Devices registered to the Control and plenty of Traversal and Non Traversal licenses.
But what happens is I keep seeing " No resources available - out of call resources " when I try to call using the URI format .
Search History shows sometimes it hits the DNS Zone.
Example: 911003@uams.edu or @cisco.com or @tryacano.com
Any Ideas?
I have restarted the servers multiple times.

Hi Chet,
We need to look into the logs on VCS-C & E to see why the calls are failing.
Could you please gather the diagnostic logs from VCS-C and VCS-E for the failed call? We would need Calling and Called URI along with the timestamp for analysis.

These symptoms can be caused by poorly designed/implemented Transforms and Search Rules. I'd start by performing some test locates on your VCSes and seeing what is happening and which rules/zones/etc are triggering for your URIs that aren't working.
