While the two (VCS and Expressway) are essentialy the same software, they require different licencing and option keys to change them to the model required (VCS-Control, VCS-Expressway, Expressway-Core, Expressway-Edge).
"Expressway" is for sites who have a CUCM - many of the older Video only sites used the original VCS platform and don't have a CUCM. In these sites, the "VCS" is not the same as an "Expressway", and has different licencing requirements - the CUWL or Flex licencing won't help, and there is no room licences included for TMS - the TMS licences are also separately purchased.
