Voice Gateway-Cisco2821 high CPU, the process CCSIP_SPI_CONTRO is the highest

I have a Cisco 2821 to acting as a SIP voice gateway to connect with Huawei NGN by sip trunk. It is facing high CPU usage during sevaral times of the day and the highest process is CCSIP_SPI_CONTRO. Sometimes,  the CPU reaches 96% or higher and I can see the log:"System experiencing high cpu utilization (96/100).Call (callID=24434184) is rejected.". The quantity of the calls is about 60 at most, I think it's not the reason of high CPU. What should I do to solve the problem ? Any help will be appreciated.

The router IOS is:

2821_VOIP_13#sh version
Cisco IOS Software, 2800 Software (C2800NM-ADVENTERPRISEK9-M), Version 12.4(24)T7, RELEASE SOFTWARE (fc2)

And the active call and process cpu sorted at one same time is:

You are running a very old IOS version there, I will strongly recommend that you should upgrade your IOS to start with and then take it from there

Thank you Deepak. I know it is running old IOS, is there any other reason causing the high CPU? As it is a very important device , I don't know if  any risk to upgrade IOS. If we can't find any detailed reason, we will use a new 3945 router to replace it.
