Yes, the Webex Room Kit Plus, and pretty well every other Cisco endpoint model (or even other manufacturer's endpoints like the Polycom HDX) that supports H.323 can be registered via to a non-Cisco gatekeeper.
Whether specific 3rd party providers support H.323 registrations or not is a question that should be directed to those particular companies.
