Why can't I call VOIP from a VTC but I can Call a VTC from a VOIP?

What are the reasons that would prevent me from calling a VOIP from a VTC but not the other way around?  I am new to the unified communications world.

VTC and VoIP phones are registered on the same Call Manager ?

I want to say yes.  Sorry I am filling in for someone at a private company and VoIPs can call the VTCs but the VTCs cannot call the VoIPs.  I don't know why.  Obviously there is network connectivity but why would it be a one-way calling?  I'm wondering that the Call Manager was configured that way?  Don't know why it would be configured like this.  Maybe incompatibility between Models of VoIPs and the VTCs?  I really don't know.  All the equipment is Cisco by the way.  

The very first thing to check is the calling search space assigned to each of these. It needs to be including the partition of the directory number of the device that you’re trying to call to. Without insight into your specific setup it’s not an easy thing to give you a definitive answer.
