Other products do not switch the video when audio participants speak and I am wondering if there is a way to disable this with CMR Hybrid / WebEx. If not, does anyone know if this is on Cisco's Roadmap?

When you're viewing the video within WebEx and via the TelePresence connection to WebEx, you're going to see the audio avatar, that's how WebEx is designed to dispaly audio participants and there's no way to change it. You could contact WebEx Support, but regarding Cisco's roadmap, you'd have to contact your Cisco Account Manager for that information.
