We have the below product 

C2921-CME-SRST/K9

2921 Voice Bundle w/PVDM3-32 FL-CME-SRST-25 UC Lic FL-CUBE10

 just we want confirm we need any other phone license for the IP Phone,or we can register the phone with  the  FL-CME-SRST-25 UC Lic 

maximum IP Phone user in site 20 Nos

CUCME Phone License - Enhanced

we can register up to 25 IP Phones ?

Ah.. sorry, I was in SRST mode.

You need the FL-CME-SRST-25 for up to 25 users, then the SW-CCME-UL-ENH for each user as well.

conclusion is we need SW-CCME-UL-ENH license for first 25 users also ?

without SW-CCME-UL-ENH license we cant register any IP phone in CME?

Technically speaking you can register a phone without any license at all - it's honor based. 

Legally speaking you are required to purchase the license if you use the feature.

yes i have tried to register some phones we are able to register in cme without uploading any phone license .
