Is there any way to have an attendant console software to be used with Cisco call manger express on ISR 4351 router ?

Short answer "no".

CUAC is only for CUCM.

We are looking for another solution than CUAC  , like callconnector or other software

Then you probably have to look for any other product or 3rd party product.

With CME you cant use CUAC..

Try third party like Imagicle and i think its support CME.. Imagicle pricing are available on Cisco GPL.

Thanks for your reply. 

The given link is for Advanced Queueing.

Unfortunately the Attendant console is not usable with CME because of the missing of Cisco TAPI.
