Is there an ability to alert the sender of a Voice Mail message when the message is received and when the message is heard? This action is similar to the Exchange Mailbox features pertaining to message delivery receipt and read receipt.

Yes - when you log in as a subscriber and leave a message for another subscriber (or a DL for that matter) you can select to mark the message for read receipt if you like (as well as urgent and/or private) - the read notices are reviewable over the phone, of course.
