Call forward and call pickup softkeys are not working

Dear Team,

Our customer reported an issue. 

Call forward not working.

When a user press cfwdall softkey, the phone immediately responds with "call cannot be completed" IVR. 

The phone is not allowed to enter even a single digit. at the same time call forward is happening when we were given the extension in the text box under line page configuration. 

Troubleshooting steps followed:

DNA: Call routed properly in the analysis.

cross verified the partition and CSS.

What CSS is assigned to call forward all on the DN? It defaults to none which wouldn't allow any forwarding if you aren't using the NULL partition (which hopefully you aren't).
