Cannot complete transfer ,when the other end is ringing

When press transfer button and give the destination number ,I am not able to press the transfer button till the call is till the destination party attend the call.But not shows any error messages

Some phones when press the transfer button after the giving the destination its shows the error "Cannot complete transfer"

Once the destination party received the call ,I can able to do successful transfer

You need to mention the call control and version you're using and not just the problem if you expect assistance, along with the detailed call flow

We have resolved the issue by Voice gateway configuration added with MTP checked.
