I have a user that when he tries to login to voicemail he is told the voicemail box is in use and he can't access it. We have CME 8.5

What is the voicemail server you are using?. Is it Cisco Unity Express (CUE)?
If you are using CUE 8.x
Go to CUE admin GUI.
Voicemail -> Mailboxes
Select the mailbox which is locked, and click on unlock button.
or session into CUE from CLI, use "voicemail mailbox unlock owner" command to unlock the mailbox.
