Cisco ATA 191 unregistered

Hello all,

I have a cisco ATA 191 configured on cucm 11.5 , but the ATA is not Registered on cucm and i can't accees via web browser 

but i can ping to it .

 I found on syslog RTMT that : device unregistered reason =13

Could you help me please

Per this document System Error Messages for Cisco Unified Communications Manager 8.5(1) that error means this.

That's just one of the multiple things listed as possibilities to why this would happen. Have you ruled out any of the others?

I can ping to ATA but i can't access to it  via network.

And that tells you what? Sort out any network related communications issues and see if that makes any difference. Just posting this somewhat meaningless random information is not very helpful in making this go anywhere closer to a solution.
