Cisco ISR4331 FAC Local Call Pickup not working

Hello All, I have a ISR4331 and I am able to activate telephony service fac but **3 (local pickup doesn't work). All other features work and can even do **4 (pickup group) to pickup call. Anyone have any idea why this might be?

The pickup group **4 and pickup direct **5 do not require that the requesting DN is in a pickup group, but pickup local **3 does. Is the DN you are initiating the **3 FAC part of a pickup group? (I would assume so, but just checking.)

What do debug sccp errors and debug sccp events show you?
