Cisco PLM show insufficient license

We have error on Cisco PLM, saying " Insufficient Licenses"  

We suspect some users associated to more than one devices.

how to check in UCM if we have user that associated to more than one device ?

Any tool ?

You can use the License Usage Report in CUCM to see which users are consuming what kind of license.
