Dear All
After creating the user , between the branch user cannot chat each other , but different branch can chat each other , user authentication done by LDAP .
Any Idea , Please reply me

Thanks for posting question in Cisco Community. Please explain what is meat by "different brach"? is it between different CUPC registered to two different CUPS or CUPC registered to two CUPS in same cluster in a failover/balanced mode config?
If this is between CUPC registered to two cups in the same cluster try the following -
1) Make sure user is not signed into CUPC (it won't work if the user is)
2) UnAssign User from CUPS > Cluster Topology > ..
3) Unlicense the user for CUP and CUPC in CallManager > System > Licensing > Capabilities Assignment
4) Restart the Cisco UP Sync Agent on all the CUPS one by one
5) Re-lic the user in callManager

Are the users that cannot chat with each other in seperate presence groups? If so, you will need to enable the inter presence chat service parameter. Also, do the users have the presence subscribe CSS applied that has access to the partitions of the other users?

it was the issues of LDAP filter , after assign proper OU everything working fine
