I'm getting the distinct impression that Call Manager 8.x does not have System Speed Dial Lists. Is that the case? This would be systemwide for access by all users. Initial indications look like I'll be building Translation Patterns instead.

Correct.
Translation Patterns are the way to go, build them in common parition, for bulk import use BAT export/import feature.

Well, translation patterns are one route. Another would be to leverage your corporate directory functionality, which may or may not be optimal based on your specific installation. A third would be a custom XML service where users can use their IP phones to hit a phone service that lists out the "speed dials". You could program the service URL as a function key on the phone.
Moving from the first option (translations) to the last (custom SURL), you are increasing your work load and optimizing the user experience. Just some additional thoughts.
