CME version 9.1 Cisco 7942G registration issue

Hello,

I configured a Cisco 2921 CME version 9.1 and testing to register a Cisco 7942G (SCCP42.8-5-3S load)  phone on the internet to this CME. I see the phone sending a SYN packet to the CME, but CME does not respond with a SYN,ACK. Instead it is sending a RST,ACK back to the phone. Can anyone help me figure out why the CME is not doing the 3-way handshake?? I am assuming that CME 9.1 should not have any issues with registering Cisco 7942G SCCP 8-5(3).

Config on the router CME:

Not sure what the issue was but a router reboot fixed the issue.
