configure an alcatel Ip touch 4028 phone in callmanager version 9

Can anyone help me configure an alcatel IP touch 4028 phone in call manager version 9,
I've been trying for a while and I'm stuck with this error "no tftp response".

CUCM TFTP is intended solely for Cisco IP Phones. It will not serve firmware or config files to 3rd-party phones. If the phone has a local configuration interface you may be able to get it registered as a 3rd-party SIP phone. See: SIP Endpoints in Cisco CUCM - X-Lite As an Example

AFAIK IP touch 4028 isnt a SIP phones and it uses proprietary Alcatel protocol to register with Alcatel PBX. Try registering SIP phone on CUCM as @Jonathan Schulenberg mentioned.
