cuc Inherit Language from Caller

Hello everyone. sorry if this question had been asked and answered previously, as I couldn't find an exact match from a quick search.

Anyways I'm trying to understand the precise meaning of this option that can be found in multiple locations, be it the Message Settings under each user, or call routing rules, etc. It looks to me that according to the reference guide, "Inherit Language from Caller—Unity Connection determines the language to use for system prompts on a per-call basis, depending on the language set by the handler or routing rule that processed the call." So does it mean this language is independent of the user's language setting in CUC, nor the phone's locale setting in CUCM? And does this statement also hold true for other sections where this option is available?

To give you some background where my question is motivated from, the issue is that we have a directly routing rule for greeting administrator, which is set to be "Inherit Language from Caller", expecting the users from English phones (and corresponding user configured in CUC with English language) to call this number and hear English prompt, and the users from French phones (and corresponding user configured in CUC with French language ) to call this same number and hear French prompt. Clearly this is not working as hoped, and all the users hear English which is the default language in system. I start to doubt whether it is designed to work this way......

Any help would be greatly appreciated.
