CUCM 10.5 NTP issue

I have a CUCM10.5 publisher

CUCM Publisher and all other network devices use the same NTP server , but the CUCM remains unsynchronised when testing it. I them I  performed the utils diagonas as fix and the issue was still not resolved. 

I verified the NTP status as stratum 3 & sync on other network devices, but no luck with the CUCM

I tried to add another ntp from a router with a internet connection but fail again same issue.

I can ping all the NTP server so I know there is a path.

assistance would really be appricated
