CUCM 12.5 CLI admin login issues passwd: Authentication token manipulation error

Anybody run into this or know of the fix?

If this is a new install, it might be this bug:

You can run the command: "show password complexity character" to see which rules are being applied and try to create a password that matches them.

Seems like they are all disabled.

Password character complexity rules to be used for OS user passwords are:

Character Sets      rule : disabled

Password Difference rule : system default is in effect

Character MaxRepeat rule : disabled

Password History    rule : disabled
