I recently upgraded my cluster from 11.5 to 12.5 and have encountered several issues. I have been working through each one and have one that I have not been able to resolve. I get a message every few min that:
Service operational status is DOWN.
SNMP Master Agent.
The alert is generated on Mon Aug 10 07:04:40 MST 2020 on node "Publisher"
When I look in the CLI is see that:
SNMP Master Agent[STOPPED] Component is not running
Cisco CallManager SNMP Service[STARTED]
If I try to manually start this service it fails. Prior to the upgrade I did not have this error.
Any suggestions are appreciated.

For me the same.
Last night upgrade from 10.5. to 12.5 and SNMP Master Agent is not starting.
Manually restart fails.
Is there a bug? Which ID?
Or how to fix this?

After a patch upgrade mine came back online but now have failed again. I have just silenced the alarms and moved on.

Seems to be a bug - TAC gave me the following procedure to solve it on my 12.5 nodes that were having an issue.
-On the affected server CLI use the following Command:
utils os secure permissive
utils service start SNMP Master Agent
utils os secure enforce
