Here are some questions to get further insight regarding this issue:
Was this working before?
When did it stop working?
Did anything changed recently?
I would approach this issue as follows:
1. Log in via Publisher CLI.
2. Run command set trace enable Detailed servm
3. Attempt to start A Cisco CAR DB. Write the timestamp.
4. Log in to RTMT to download the following traces:
- Service Manager Logs
- Cisco Informix Database Service
- Event-Viewer Application Logs
- Event-Viewer System Logs
From Application logs, you can review to see the time-stamp when the service was attempted to start.
From Cisco Database Installation Service, you should see a car.log file. Search through it with the time-stamp when you attempted to start the service.
Service Manager logs may also shed additional light into this issue.
