After upgrading from cucm 6.0 to 8.6, I am seeing the 6.0 licenses as being invalid when running the license unit report. I have an 8.6 license that did install but doesn't appear as though the system reads it. When I install the 8.6 on a fresh install, the licensing is correct. I have deleted all the license files with the cli, but still show 6.0 installed in the gui
Need advice on getting past this step

Lab system or production? Are you trying to do a 'jump upgrade' or regular upgrade? If you can install the 8.6 new and the license file is accepted, that indicates something is different about the upgrade.
If you use CLI to remove all .lic files from the system, you will need to restart the licensing manager to have those changes take effect (especially when removing files). When the files are removed and licensing manager is restarted, the License Report should show demo mode. If loading the 8.6 does not work at this time, collect the licensing manager trace file from the restart and send it to me.

I think I am out of the woods. I wasn't restarting the license manager. And after having the licensing team rehost my original licenses, I am fully licensed as required. On to the production upgrade now.
