CUCM 7.1.3 Click Save button under Add Partition doesn't work?

Title says it all. It's the weirdest thing, when I go to add a partition and click SAVE nothing happens. I'm using IE, I've tried Chrome but it doesn't seem to like 71. I restarted the Call Manager service but nothing. Is there a Enterprise or Service Parameter I'm overlooking? This has me scratching my head.

It's IE 9 at least for me that was the issue. Downgraded to 8 and worked no problem.
