I can get voicemails if phones calling within CME call each other and leave messages. If I call from Call Manager to CME, after the 4th ring I hear nothing instead of the voicemail option. Calls between Callmanager and CME work fine, its only when I let them roll to email is where the problem begins.

The CUE is sending G711 Codec, but CME sending G729 to CUCM. do you have any transcoding configured on CME?

FIXED. turned out to be a routing issue. the dead air was the main symptom. From the router that has the transcoder installed, I was unable to ping the phone that I was calling from. so I just added an ip route to that particular vlan on the router and I was able to leave a message on the CUE.
