CUCM advertising wrong bandwidth limit in SDP

Hello. I am experiencing an issue with CUCM 10.5 where it seems to be limiting the bandwidth of my call to a level below what is set in the region settings. 

The high level call flow is; a delayed offer invite goes out over a SIP trunk to a remote SIP server. That SIP server is replying with a 200ok containing no bandwidth limits (there are no b=AS: or b=TIAS: lines in the SDP of the 200OK), then the CUCM ACKs that 200OK with a response that contains an AS and TIAS limit in the SDP of b=AS:64 b=TIAS:6400. I have the bandwidth for the default region on the CM set to 387 for audio, and 12000 for video, and all of the devices in question are assigned to the default region.

I have attached a SDL logs from call manager for the call in question. Anyone seen this before?
