I have a user with extension 1234 who occasionally forwards their phone to extension 5678 (shared workspace phone) which does not have voice mail. When someone calls 1234, extension 5678 rings continuously (as expected). Is there a way to have the call go to voice mail for extension 1234 without having callers who dial extension 5678 go to voice mail? CUCM/CUC version 10.5.

No, 5678 would need to have forward to VM, and there's no way to just have that work when you call from certain DNs.
