CUEAC 8.6 - toolbar buttons greyed out (transfer)

I am currently working at a client site where CUEAC 8.6 has previously been deployed.  Many of the toolbar buttons are greyed out and I cannot figure for the life of me why.  Particularily the transfer key is the one the operators are complaining about.   I thought CSS but everything is accessable.  Anyone?

The transfer key on the toolbar is actually used to complete a consult transfer. The call flow would be as follows:

- Operator answers incoming call

- Operator looks up user in directory

- Operator initiates consult transfer

- Operator can now use the transfer button to complete the transfer
