Maybe an obvious question, but can I do a DiRT backup and, when I rebuild the server, give the server a different ip address and then restore? Is this supported?

Definitely. You can actually restore to a machine that has a different IP address, name, domain, different drives, even a different back-end as long as its exchange-based (e.g. back up exchange 5.5 and restore on exchange 2000/2003).
