Is it possible for end user to disable/enable their voicemail by themself? I tried to search around the internet but can't find the exact answer, but from my understanding only administrator can disable/enable their voicemail profile from the CUCM.

Hi Marzuki,
Yes you are correct, only administrators can remove voice mail profile from the users. Users can only change the call forward settings from the ccmuser page.

Hi Marzuki,
As you have discovered, only the admin can turn on/off voicemail. But the user can control whether voicemail messages can be left on their mailbox by getting the users to record their Alternate Greeting when they want the vm off and then have the admin set the "Block Messages" on the user greeting when Alternate Greeting is recorded.
